Statement by Amb. Maria Michail – Open-Ended Working Group on Ageing

Mr. Chair,

Cyprus aligns with the statement delivered by the European Union. Allow me to add some additional remarks in my national capacity.

Older persons are an indispensable group of our society. They represent an important and growing part of the population, undeniably with wealth of knowledge, skills, and experience. However, they are often a vulnerable social group that is overlooked, marginalized, or even discriminated.

The Government of the Republic of Cyprus aims to create the necessary conditions for a society of all ages, allowing older persons to live in an environment that enhances their potential, promotes their independence, while providing them with the appropriate support and care.  In this regard, ageing has been mainstreamed in policies such as economic, social protection, labour market and health national policies, in recent years. Allow me to give some examples:

Currently, the Deputy Ministry of Social Welfare of Cyprus is preparing a National Strategy and a National Action Plan on Active Ageing, with the aim to develop sustainable practices for social inclusion and healthy ageing, while at the same time promoting diversity and addressing inequalities.

To enhance active participation of senior citizens and promote participatory democracy, the institution of the “House of Elders” has been established in 1999, under the auspices of the President of the House of Representatives. The “House of Elders” convenes annually, ensuring advocacy for older persons within decision-making centers, significantly influencing policy formulation and implementation for their rights and welfare.

Additionally, in 2018, the Council of Ministers established the Advisory Body on the Third Age” comprising by representatives of organizations dealing with issues pertinent on older persons, having an advisory role to the Deputy Minister of Social Welfare.

In relation to social care, the Social Welfare Services of the Deputy Ministry of Social Welfare are responsible for the registration and inspection of adult day care centers and 24-hour care centers for older persons, in accordance with national legislation and regulations. Cyprus’ national legislation includes provisions for the protection of the rights of individuals, such as protection from violence, neglect, ill-treatment, deprivation of liberty, just to name a few.

Concerning the right to health and access to health services, the General Healthcare System (GHS) in Cyprus is a comprehensive healthcare system that provides equal access to healthcare services for all citizens, including older persons. The GHS covers all healthcare needs of beneficiaries, including chronic, rare, and serious illnesses.

Mr. Chair,

Cyprus is committed to respect, protect, and fulfill human rights of all persons, including older persons. The Government will continue working towards the implementation of the Madrid International Plan of Action, to ensure creating a more equitable and age-friendly society.
